ETH could be a federal institute (i.e., underneath direct administration by country government), whereas the University of Zürich could be a port establishment. the choice for a brand new federal university was heavily controversial at the time, as a result of the liberals ironed for a "federal university", whereas the conservative forces wished all universities to stay underneath port management, troubled that the liberals would gain additional political power than they already had within the starting, each universities were co-located within the buildings of the University of Zürich.
